The short answer
GoHighLevel does not run Custom JS before someone signs in, which is why most white-label login pages stay stock. It does load Custom CSS there. The customizer delivers each login design as a single @import line in Custom CSS, pasted once; every later change you save reaches the page by itself.

You do this yourself, after your login arrives by email. Nobody at the foundry needs access to your GoHighLevel.
Open the Login tab and click through the designs. Each shows on sign-in, security code and reset.
Logo, headline, quotes, photo and colours. The preview redraws as you type.
Paste the @import line into GoHighLevel Custom CSS. Every design change after that goes live by itself.
